Making climate finance fit for a world in conflict

International trends show that conflict and instability are increasing.1 Countries affected by violent conflict are among the most vulnerable to the effects of climate change, but receive the least climate finance to help their populations adapt to climate change2 and address loss and damage. The finance these countries do receive, if poorly suited to their circumstances, can make conflict worse, and make them even more vulnerable to climate impacts.
